The list of objectives and treatment of the Cuban situation following the withdrawal of Soviet missiles and weaponry from Cuban territory. Particular care is attributed to the responsibility of the Castro's regime and Kremlin for the crisis. The guidelines also emphasize refrainment of any vindictive or repressive actions against Khruschev from the side of RFE.
